Minutes of the Deer Creek Homeowners Association of Livonia

Board of Directors

Held at Diane Tsaprazis’s house

January 20, 2016

Present:  Denny Behrendsen, Bob Ellis, Bob Moore, Marsha McLean, Terry Millis, and Diane Tsaprazis (6).


Minutes:  The minutes of 11-18-15 were approved with no changes. 


Christmas Decorations:  Terry was underwhelmed by the lights installed by Christmas Décor on our largest tree on the 8 Mile Island.  The company removed their lights.  Terry explained that their price is based on a certain number of lights, and in our case we had 900.  This topic will be discussed at the budget meeting.  Denny installed 9 new light strings in some of our deer displays. We all agreed that Marsha did a great job putting lights on the wreaths placed at Gill Road.  Denny is storing the deer, and Bob M. is storing the wreaths.  Bob M. reported that the city installed 2 new lights at 8 Mile, but the east side one is not operational. 


Budget Meeting:  Terry, Bob E., Bob M., Marsha and Walt (5) will meet at Bob E’s house on Saturday, January 30th at 2 pm. 


Treasurer’s Report:  Denny is the Administrator of the Citizen’s Bank account.  He will call to get Terry access so she can print reports rather than having to go into the Bank.  Denny explained the bank statement showing a year-end balance of $11,054.09 with 3 outstanding checks totaling $1,975.27.  Terry distributed the year-end income statement showing an ending balance of $8,978.82. 

-       Revenue of $17,350 was higher than the budgeted $16,000 as we had 172 paid homes and $500 in donations versus the projected 160 paid homes.  We received dues from a new homeowner, but the previous owner already paid, so we will notify the new family that they are paid through 2016 and show the payment in the 2016 financial statement.

-       Water bills totaled $1,426.27 as compared to the $1,944 budgeted because we didn’t need the water turned on until July due to a wet spring, and we turned it off in September.  There was a water problem in front of Walt’s house because the City had a valve they couldn’t take out and it kept running.  Terry will confirm that we got all the water bills for all 9 islands. 

-       We bought the lights for the 8 Mile signs for $689 in 2015, but they will be installed at a cost of about $800 in 2016.  Also, in the Project category, we had the day lilies split for $300.  The remaining $2,811 we budgeted for projects but did not spend will be rolled over into the 2016 budget. 


Landscaping:  We will discuss the 8 Mile Entrance at our February meeting after Marsha meets with John at Steinkoph Nursery. 


Annual Meeting:  We decided on Wednesday, April 12th at 7:30 p.m.  Diane will reserve rooms the Civic Center Library.


Officers’ Insurance:  Denny reported that the Woodbrook neighborhood to our east is looking into getting insurance also.  According to our Master Deed, we are actually known as Woodbrook VI, V and VI.  We would need to amend our Bylaws in 2 sections. 


Roads:  Denny reported that Todd Zilinski, City Engineer, said the bad pavement on 7 and 8 Mile will be peeled off and resurfaced, not removed down to the grade as was done on I-96.  We are in the 2nd year of 10 of a special tax assessment to improve our roads. 


Annual Letter:  We reviewed a draft prepared by Diane and made changes.  Bob E. will ask Dave to print the letters and we will reimburse him for ink and paper.  Terry will look for the prior dues coupon to modify it.  Denny said he has a big paper cutter.  We will plan on stuffing envelopes on January 26th at Diane’s house. 


Facebook:  Terry created a page for us.  We could use pictures and neighborhood updates. 


Website:  Denny’s name is registered with the domain name company.  The cost may have gone up.  Dave Wood offered to do some more work on the website.  Former homeowner Laura Thompson loads the minutes. 


Corporate Name:  Denny reported that we re-register our name with the State for $20 annually.


Next Meeting:  February 17th at Diane’s house at 7 p.m.  Tentatively, we will have the following meeting on March 16th
