Minutes of the Deer Creek Homeowners Association of Livonia Board of Directors Held at Diane Tsaprazis’s House February 16, 2011 Approved 3-16-11
Present: Denny Behrendsen, Bob Moore, Dave Wood, Bob Ellis, Connie Vokal, Walt Gerstner, and Diane Tsaprazis (7). Minutes: Diane read the minutes from 1-12-11 which were approved with one change. Snow: Homeowners may need to be reminded that the City can charge homeowners a $100 fee if they or their plowing service places snow in the street or someone else’s property. Snow must be kept on one’s own property. Treasurer’s Report: Dave distributed a report showing the 2010 Budget and Actual figures, as well as a proposed 2011 Budget and 2012 & 2013 Directional Plan prepared by Dave, Bob E. and Walt. Comments on the 2011 Budget: - Income is based on the assumption that 160 homeowners will pay dues generating $12,000. To date in 2011, we have received $7,810 (including $275 in donations) which is ahead of the $4,275 we received through Feb. in 2010. - Expense amounts include a 3% increase for lighting costs and a 4% increase for water. We discussed that the newspaper recently stated water costs may increase 9%, so we will adjust our water budget to $1,504 for 2011. Interior island maintenance was kept the same as the 2010 actual cost including one additional cut and sprinkler winterization. The Entrance maintenance budget was kept at $2,000 although only $1,299 was spent in 2010 in case we decide to contract out some work. We discussed reducing the budgeted website cost from the $228 spent in 2010 to only $50 due to our expectation that we will use a free host and only have to pay for the domain name registration. Holiday decorations were budgeted at $150 since we could use one more net of lights and another deer. - Project costs of $100 to repair the Gill Road sign were included in the forecast. - Other possible projects were discussed: · Dead/dying trees on the easement 8 Mile west of Ellen. We all agreed we should discuss this issue at the Annual Meeting to find out if other homeowners want us to purchase new trees. We will need to speak with the 2 homeowners next to these trees. We discussed winterizing any new trees. · New street signs. We all agreed that we should discuss this issue at the Annual Meeting to find out if those present want us to send a letter to all homeowners inquiring about their interest in a special assessment to pay for signs. Denny’s prior conversation with a Windridge Board member, in the sub to our east, indicated a total possible cost for us of $10,000. Denny reminded us that if we install different signs, we will be responsible for the maintenance, not the City. Also, Windridge had to have approval from City Council. Connie suggested that we research other sources also. Simpler black signs and posts may not cost as much. · Pine Trees at 8 Mile entrance. Walt reminded us that we will eventually have to replace them, which may be expensive. We agreed to discuss at the Annual Meeting, - Dave said he received a nice note from a homeowner along with their dues payment containing the following suggestions: 1) snow removal contract with a private company assessed to the homeowners; 2) attractive street signs; and 3) uniform mail boxes. Dave called the homeowner to thank them for their ideas. - Dave will modify how he shows the $1,000 project sinking fund so that his report at the Annual Meeting will show the 12-31-10 ending checkbook balance at $3,685.52. Holiday Decorations: We will remove them as soon as the weather permits. Connie recommends that we turn off the lights now. Telephone Directory: The directory was mailed with the Annual letter dated 1-15-11. Landscaping: Walt reported all is as expected for this time of year. Website: Dave reported that we have 2 sites right now. The new one contains a list of Board members and how to send us emails as well as our covenants. We can improve it further with pictures and links. We paid Network Solutions for 2 years to set up our domain name. Google will be free. The new site is not open yet. Dave is proof-reading and working with Ansaf Alrabady. Walt requested a counter to keep track of usage. Dave and Ansaf expect to move from the host Two Cows to new host Google soon. Homeowner Phone Call: Denny reported that someone left him a message about snow removal on the Ellen Road circles, but they did not leave a name or number. Next Meeting: March 16, 2011 at 1 p.m. at Diane’s house. For our April 14th Annual Meeting, we will need to review the Agenda, 2010 Financial Report, 2011 Budget, and 2012/2013 Directional Plan.
